Building Beijing into a national center for scientific discovery and technological innovation and creating an advanced economic structure.
Innovation is the primary driving force for Beijing’s high quality development. We will align technological innovation with the creation of an economic structure based on high-end, precision and sophisticated industries, guide scientific discovery and technological innovation in light of the national strategy, drive the development of high-end, precision and sophisticated industries through technological innovation, and thus constantly improve the creativity and competitiveness in Beijing’s development.
Central-local cooperation for major scientific and technological projects. The Beijing Office for Building of a National Technological Innovation Center will coordinate and organize a new round of major tasks and projects. We will release policies and measures for building world-class, new-type research institutes and pool together innovative talents and teams from around the world to build the Beijing Institute of Quantum Information and Beijing Institute of Brain Science and Brain-Inspired Intelligence. We will facilitate deployment and development of major national science and technology infrastructure, and undertake major projects such as aero-engines and the space-ground integrated information network. We will strengthen the role of enterprises as innovators, and build a number of national centers for technological innovation and national centers for manufacturing innovation in graphene, new-energy vehicles and smart grid. We will support institutions of higher learning in Beijing in building themselves into world-class universities and developing first-class disciplines, and build innovation platforms such as high-end, precision and sophisticated technology centers at universities. We will support the setting up of basic science research centers, so as to conduct high-quality original research in frontier fields of strategic importance. We will speed up the building of national bases for innovation in technology standards, and improve our innovation quality and innovation capability.
Building “three science parks plus one area” with high standards. We will formulate plans for building “three science parks plus one area” and promote their coordinated and joint development. Zhongguancun Science City must develop a focus. It must become a cradle of innovation with global influence and a stronghold of proprietary innovation; it must open wider to attract global innovation resources; deepen integration among innovation communities; cultivate a world-class environment for innovation and entrepreneurship with the help of optimized urban spatial layout, innovative and service-based government, and a strong image of Beijing as an innovative city, and thus play a leading role in the building of a national innovation center. Huairou Science Park must make breakthroughs; it must establish a new, internationalized, open operating mechanism; build a comprehensive national science center; start construction of “big scientific facilities”such as a high-energy synchrotron light source; attract the participation of private capital, non-government and international resources; promote joint construction and sharing of scientific infrastructure; and form an innovation chain running through infrastructure construction, basic research, applied research, commercialization of scientific achievements, and the development of high-end, precision and sophisticated industries. Beijing Future Science Park must develop with vigor, encourage central state-owned enterprises in the Park to increase R&D investment; guide companies to establish corporate governance structures that are innovation-friendly; gather diversified players such as private R&D institutions, innovative companies, and institutions of higher learning; and pool and upgrade innovation factors including incubation investment and technology service. Beijing Economic-Technological Development Area must improve and upgrade itself; work with the three science parks for technology commercialization; coordinate spatial resources with Daxing and Tongzhou districts; pursue coordinated development with Shunyi District and Fangshan District; help realize a number of key projects, increase foreign investment and open wider for development, and foster innovation-based industrial clusters and “Made in China 2025” demonstration zones.
The leading and pillar role of Zhongguancun Demonstration Zone. We will intensify efforts in experimentation and piloting. We will implement a new round of innovative policies for commercializing scientific achievements, IPR protection, technological and financial reforms, and facilitation of customs clearance for bio-pharmaceutical materials. We will implement a policy on income distribution that values knowledge creation, so that scientists can have a stronger sense of benefit. We will accelerate the building of a national technological and financial innovation center, improve policies on venture capital investment, enhance support for the financing of micro and small businesses, and help more enterprises file for public listing. We will deepen the reform of talent management at Zhongguancun and build international talent communities at the pilot areas including Wangjing area of Chaoyang District, Zhongguancun Street, the Future Science Park and the “New Shougang” High-End Comprehensive Industrial Service Area. We will improve services for business creation, create a new group of National Demonstration Bases for Public Innovation and Entrepreneurship, and foster a service chain running through the whole process of technological incubation. We will coordinate the development of Zhongguancun Science Park and its sub-parks, strengthen the appraisal and evaluation of the sub-parks’ innovative development, better guide the sub-parks in its industrial positioning, and refine the operation and management mechanism of sub-parks. We will give full play to Zhongguancun Development Group as a market-based platform in integrating innovation resources, and introduce international expert teams to the management of these science parks.
Benchmarking against world-class practices and building an advanced economic structure. We will implement measures guiding the development of ten high-end, precision and sophisticated industries, including the next-generation information technology. We will improve the quality of such modern service sectors as the financial and business services. We will devise and execute a three-year action plan for nurturing and expanding the innovation-driven enterprises, boost the development of industry leaders, unicorn companies and hidden champions, and provide one-on-one services to key enterprises. We will further civil-military integrated development through industrial parks and a number of demonstration projects. We will set up standards guiding industrial development, including output performance, industrial and population density, R&D investment intensity, and environmental and resource conservation. We will implement the land-use and housing policies for high-end, precision and sophisticated industries and adopt a policy package encouraging enterprises to increase R&D input, raise funds through public listing, expand industrial investment, bring in talents, and open up to foreign investment. Through coordinating their geographical distribution, we will gather industries into key industrial parks, focus on leading industries and innovative enterprises.

An open and integrated mechanism for technological innovation. We will build a coordination and service platform for commercializing technology, put in place a mechanism for in-depth communication with Beijing’s universities and research institutes, and provide quality services for commercialization in Beijing. We will let the innovation funds play a guiding role, promote public-private partnership in scientific research, encourage inputs in basic research and strategic “hard” technologies, and encourage deep collaboration between scientists, entrepreneurs, and investors. In the spirit of opening and sharing, we will support universities and R&D institutes in building joint-innovation platforms and research institutions. We will expand the service scope and areas of the Capital Science and Technology Resources Platform, innovation vouchers and open laboratories. We will encourage colleges and universities to share with the public their technological resources, and provide small- and micro-sized firms as well as start-up teams with technological services including R&D, verification, testing, and certification. We will build the China (Beijing) Intellectual Property Rights Protection Center, deepen our cooperation with the World Intellectual Property Organization, encourage enterprises to file for IP registrations overseas, and participate in developing international standards. We will actively take part in international “big science” plans and projects, so that Beijing can exert a greater influence in the global technology competition.
Strengthening meticulous city management and addressing “big city syndromes”.
“City management should be as delicate as needlework.” We will follow through this requirement laid down by General-Secretary Xi Jinping, and build an effective mega-city governance system that is based on the rule of law, meticulous management, and public participation.
Law-based, refined and participatory governance. We will deepen reform of the sub-district management, establish lists of responsibilities, improve the physical entities for comprehensive law enforcement in sub-districts and townships, and empower them to convene law enforcement authorities. (“Whenever a township is in need, the relevant authorities come to help.”) We will improve the “street chief” and “lane chief” mechanism, give full play to their role as “neighborhood stewards”, improve long-term mechanism for management and deepen refined management by focusing on side streets and back lanes. We will strengthen city management by making it smarter and more IT-based, execute Beijing’s “big data” action plan, and build a big data platform. We will further advance the building of a smart city, and launch the smart-city pilot program in the sub-center. We will enhance grid-based city management, and improve the city-level management platform, as well as the supervision and command system at city, district and sub-district levels. We will ensure a participatory social governance, expand channels for the public to participate in social governance, establish and improve mechanisms listening to people’s opinions, improve and consolidate non-emergency hotlines of different departments, and let the public, social organizations and enterprises play a bigger role in city governance. We will close loopholes in laws, regulations and standards on city management. We will enhance coordination between city management comprehensive law enforcement department and various urban management authorities; improve the mechanism for “joint law enforcement” with public security, fire control, market regulation, and safe production departments; and accelerate the concentration of administrative penalty power within the planning, land resources, housing, and urban-rural development departments.
Actions to protect the blue sky. We will draw up and implement a new round of air pollution prevention and control action plan based on the analysis of identifying where fine particulate matters (PM 2.5) come from, with a view to making the management of air pollution more sound, systematic, refined, and law-based. We will reform the vertical environmental management, allocate more resources to the basic-level law enforcement, conduct in-depth environment supervision, and further ensure that responsibilities are fulfilled at every level. We will prioritize the management and control of high emission vehicles, expand the low-emission region from within the 6th Ring Road to the whole city, severely punish excessive emission of exhaust, and continue to forbid or restrict road access of high-emission vehicles and non-road mobile machinery. We will effectively control dusting from bare land, road and construction sites as well as vehicles carrying construction debris so as to reduce dust pollution. We will upgrade the technologies for environmental protection and fully control pollution caused by volatile organic compounds. We will strictly manage pollutant discharge permits for key target enterprises, and gradually phase out “scattered, disorderly or polluting” enterprises. We will gradually replace coal with clean energy in rural areas and generally eliminate coal use in plain areas. We will fully implement contingency plans for heavy air pollution, strictly enforce the safety management of fireworks, and enhance regional joint air pollution prevention and control. We will popularize the philosophy of “ecological civilization” and the concept of green life to encourage our citizens to go green.
Tireless effort to ease traffic congestion. We will continue to carry out the annual action plan for relieving congestion and strengthen traffic management to improve people’s road experience. We will develop a city-wide plan for above-ground parking, manage public areas with grid-based supervision, and enhance static traffic management. We will intensify effort to manage traffic in key regions, such as around schools and hospitals; regulate the operation of tour bus lines and other special lines, and improve transfer service at Beijing Railway Station, Beijing West Railway Station, and Beijing South Railway Station. We will advance the smart transport system, expand the “green wave” intelligent traffic signaling project, and promote smart public transport control. We will pilot the layered lease of underground space to construct public parking lots and steadily promote electronic fee collection for roadside parking in downtown and city sub-center. We will advance the public transport system focusing on rail transit, and put three new rail transit lines into operation within the year, making the total mileage in operation over 6200 kilometers including 238 kilometers of suburban rail lines. We will renovate rail transit transfer channels to make transfer to ground transport more convenient. We will add new or adjust existing bus lines totaling 40-plus and increase bus lanes by at least 40 kilometers. We will advance construction of the Qingnian Road northern extension and other city trunk roads, and carry out 200 traffic congestion relief projects. We will improve 900 kilometers of bicycle tracks, enhance the regulation of “shared bikes”, improve sidewalks, and raise the ratio of green commuting in downtown to 73%.
Improving the eco-environment. We will launch a new round of one million mu (66,667 hectares) afforestation project, and add another 2200,000 mu (15,333 hectares) of green areas. We will pilot reform of the water resource tax, implement the efficient water-saving plan for crop land, vegetable fields and orchards, and build a refined mechanism for managing water resources in town/townships. We will cherish and make full use of the water from the South-North Water Diversion Project, promote groundwater conservation and the restoration of water table. We will implement the “River Chief” system; carry out the second three-year action plan on sewage treatment and recycled water; and clean up 84 black, stinky water bodies in the non-built-up areas. We will raise the city’s sewage treatment rate to 93% and the annual use of recycled water to 1.07 billion cubic meters, and build Beijing into a “sponge city”. We will implement the three-year action plan for the treatment of household waste by category, expand the geographical coverage of mandatory waste sorting, and raise the coverage of demonstration areas to 200%. We will explore differentiated waste charges and compensation to reduce the waste volume. We will build facilities such as the Lujiashan Kitchen Waste Treatment Plant and Tongzhou Household Waste Incineration Plant, which will raise the household waste recycling rate to 58%. We will set up a soil environment monitoring network; complete a city-wide detailed survey on farmland soil pollution; and prevent, control and manage risks from polluted landplots. We will carry out ecological restoration and support transformation of abandoned mines into sites for ecological and cultural tourism.
